BACKGROUND/JUSTIFICATION:

This report, part of a series prepared by the Urban Institute at the University of North Carolina at Charlotte, is designed to better equip the community to make data-driven decisions around housing instability and homelessness. The report highlights two challenges: the financial feasibility of development and how to ensure long-term affordability of units, and offers recommendations to address the challenges.

 

Affordable housing is an asset that reduces homelessness and its  high associated costs including over-utilization of emergency rooms, erratic school attendance for children, and erratic employment for their parents.
