BACKGROUND/JUSTIFICATION:
N.C. G.S. 143-129 and the County Procurement Policy mandates that Mecklenburg County procure all apparatus, supplies, materials and equipment totaling $100,000 or more by competitively bidding. An exemption is allowed if a needed product is available from only one source of supply; or standardization or compatibility is the overriding consideration. Mecklenburg County Storm Water Services uses YSI, Inc. multi-parameter sondes for water quality monitoring. Replacement parts, new equipment, and manufacturer repairs to the existing equipment are needed and can only be sourced from this manufacturer. Therefore, procuring supplies and repairs from YSI, Inc. without bidding meets the exemption allowed by N.C.G,S. 143-129 (e)(6)(ii & iii).
