Adopt a resolution authorizing the Mecklenburg County Chief Information Officer (CIO) to dispose of decommissioned mobile assets.

BACKGROUND/JUSTIFICATION:
Mecklenburg County Information Technology Services (ITS) requests adoption of resolution authorizing the CIO to enter into a third-party agreement with an asset disposal vendor to sell decommissioned mobile devices and direct revenue back to the County via bill credits.
Adopting this resolution aligns with the stated priority of the Information Services Technology Advisory Committee (ISTAC) to modernize the County’s IT Asset Management.
GS 160A-266(c) permits such sales for amounts less than $30,000 dollars. The decommissioning of the mobile devices would happen at various points throughout the year and therefore no sale on its own would total more than $30,000. Given the nature of this equipment and the restrictions needed to ensure all data is wiped, including sensitive data, ITS believes it is important to maintain control of the devices and partner with a vendor who has experience handling such devices who works in this area and with other local governments. The County will be compensated by receiving a credit for the sales which will be applied to the County’s Verizon bill to offset the cost for the mobile devices service plan.

Revenue generated from the sale of the decommissioned mobile devices would be applied as credits to the County’s mobile plans. In FY25, this process would have generated approximately $105,000 in credits.
