1) Award a construction contract to AVM Contractors, LLC., in the amount of $4,814,422.05.
2) Amend the FY2025 Solid Waste Capital Ordinance to appropriate an additional $800,000 to the Monroe Road Land Improvement project.

BACKGROUND/JUSTIFICATION:
This contract is for the construction of the Monroe Road Recycle Park, 5715 Monroe Road, Charlotte, NC 28212. The construction consists of a recycle center and accompanying buildings and facilities for a staffed facility. The park also includes a large shade structure, an open play area, boardwalks over creeks, a parking lot, trails and play equipment.

PROCUREMENT BACKGROUND:
The project was posted on the North Carolina eProcurement website on August 7, 2024. It was advertised in the Charlotte Observer and Greater Diversity News on August 9, 2024 and in the Charlotte Post on August 15, 2024. A pre-bid meeting was held on August 21, 2024. The bid opening was held on September 17, 2024. A total of four(4) bids were received and opened. Based upon the lump sum/unit price base bid plus contingency allowance, the low bidder is AVM Contractors, LLC. in the amount of $4,814,422.05.



Anticipated BDI Utilization: 1.81%
Prime Contractor: MBE 0% WBE 47.77%
Subcontractors: MBE 1.71% WBE 0.10%

The subcontractor MWBE contract-by-contract goals for this project are MBE: 8% and WBE 2%. AVM Contractors, LLC intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 98.19% of the work. The remaining 1.81% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 1.71%, WBE: 0.10%.
