A) Approve submission of a grant application up to $15,000,000 to ORLP for East Charlotte Park.

B) If awarded, recognize, receive, in the award amount to the PAYGO fund for Park and Recreation for the duration of the grant to fund design and construction of the park.

BACKGROUND/JUSTIFICATION:
East Charlotte Park is a new public park that will be developed on a 27-acre site located on East W.T. Harris Boulevard in Charlotte. The overall vision for this park site will include trails, playgrounds, a splash pad, an outdoor pavilion, an open lawn, a dog park, basketball courts, tennis/pickleball courts, and a restroom facility that aims to transform this space into a vibrant, welcoming park for all to enjoy. This park will be implemented in phases with phase 1 currently in design to establish the initial park infrastructure and public access. The first phase, which may include the site entrance and parking, unpaved pedestrian circulation and trails, an informal multi-use field, picnic and gathering areas, and associated landscape improvements is projected to start construction by the Summer of 2027. The Board of County Commissioners approved the Capital Plan FY2026-2030 (25-0278) on 6/3/2025 that included the future phases of East Charlotte Park ($16,621,046 in FY2030). The opportunity is available to seek a reimbursable grant for up to $15 Million to apply toward this project, reducing financial impact to the county. The grant requires a 50/50 match. Grant application is due 10/1/2026.
