BACKGROUND/JUSTIFICATION:
This contract will provide construction services for upfitting currently unoccupied space on the 3rd floor of the Judge Clifton E. Johnson Building for use by the Office of Economic Development.
PROCUREMENT BACKGROUND:
This project was advertised in the Charlotte Post, the Charlotte Observer, the Greater Diversity News, and listed on the North Carolina Interactive Purchasing System website on June 27, 2024. A pre-bid meeting was held on July 11, 2024. Four bids were received on August 09, 2024. The project is being awarded to the second lowest bidder as a result of a bid withdrawal request by the low bidder.
The base bid, plus contingency, provided by the second low bidder, Batson-Cook Construction, was $1,552,338.00
Walter B. Davis Company, the initial low bidder, requested to withdraw their bid due to an unintentional omission of a substantial quantity of work. Pursuant to G.S. 143-129.1, a hearing was conducted on August 20, 2024 and the request was approved. Batson-Cook Construction was the second lowest, responsive and responsible bidder.

Batson-Cook Construction intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 65% of the work.
