Award a construction contract to Eagle Wood, Inc. in the amount of $8,530,894.60

BACKGROUND/JUSTIFICATION:

This contract is for the construction of the new Eastland Park, 4.54 acres located within the City of Charlotte’s Eastland Redevelopment project, formally known as Eastland Mall. Components of the construction will include grading, storm drainage, site utilities, retaining walls, spray-ground, restroom building, sidewalks, sport courts, pavilion structure, landscape areas, and playground. 

 

 

PROCUREMENT BACKGROUND:

On May 08, 2025, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, the Greater Diversity News, and the State Interactive Purchasing website. A pre-bid meeting was held on Thursday, May 22, 2025. Three (3) valid, unit price bids were received on Thursday, July 10, 2025.  Eagle Wood, Inc. was the lowest responsive and responsible bidder with a total bid in the amount of $8,530,894.60 which includes base bid, contingency, and Add Alternate 1.

The subcontractor MWBE contract-by-contract goals for this project are MBE: 4.0% and WBE:5.0%.  Eagle Wood, Inc. intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 95.33% of the work. The remaining 4.67% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 4.18%, WBE: 0.49%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that Eagle Wood, Inc. demonstrated a Good Faith Effort for BDI utilization.
