ACTION:
1) Affirm the submission of a grant application for up to $43,000 in the General Grant Fund (G001) for the grant period of July 1, 2024 through June 30, 2025 to the North Carolina Council for Women and Youth Involvement Office, the administrator of the North Carolina Family Violence Prevention Services Act (FVBSA) American Rescue Plan (ARP) grant program, to provide one-time homelessness prevention assistance for victims of domestic violence, family violence, or dating violence and their dependents.

2) If awarded recognize, receive and appropriate funds for the affirmed amount of up to $43,000 to the General Grant Fund (G001) within Community Support Services; and

3) Adopt the required grant project ordinance for the FVBSA ARP grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
The grant is designed to help grantees provide temporary housing stability or homelessness prevention assistance for victims of domestic violence, family violence, or dating violence and their dependents. The CSS Housing, Innovation, and Stabilization Services (HISS) Division will use these funds to help pay for short-term hotel/motel stays for clients who have exhausted their stay at the local shelters and are close to securing housing but need a temporary solution to bridge the gap. Funds will also help families living on the streets who are fleeing domestic violence and need help with rent, utilities, and/or arrears to secure housing. The one-time financial assistance available through this grant will be paid to registered vendors on behalf of eligible victims.

The award project period is July 1, 2024 through June 30, 2025.
