BACKGROUND/JUSTIFICATION:
At its May 5, 2026 meeting, the Board approved Solid Waste and Park and Recreation partnering to acquire Tax Parcels 223-052-03 and 223-052-01(+/- 8.491 acres) in Charlotte next to the County owned and operated Foxhole from Greater Life Baptist Church and Independent Bible Baptist Church and leasing the property back to the church for a period of up to three (3) years.
While Solid Waste and Park and Recreation will eventually use the property for uses related to its program areas (e.g. office, storage space, specialty sports, and event location), the church has asked for the ability to leaseback the property for up to three (3) years to give the congregation enough time to purchase, design and construct another church at a different location.
Approved uses on the property during the term of the lease include conducting religious services and related activities such as weddings, funerals, and childcare for children ages 2 to 4. As part of the acquisition, the church retains the right to use and have access to the cemetery and parking area.
The lease has been negotiated according to the following major business terms with the church.
