ACTION:
1) Amend the General Fund Budget Ordinance to appropriate $7,000,000 of available General Fund balance to the Paygo Fund and;
2) Amend the Capital Project Ordinance to appropriate $7,000,000 for acquisition of the Smith School Site and demolition of existing structures

BACKGROUND/JUSTIFICATION:
On April 7th, 2026, the Board authorized the County Manager to negotiate and execute all documents necessary for the purchase of the former Smith School located at 1600 Tyvola Road in Charlotte (+/- 8.2 acre portion of tax parcel 171-152-01) which is currently owned by Charlotte-Mecklenburg Board of Education.
A budget allocation is now necessary for payment of the property and demolition expenses. The cost of the property is $4.5M with the County also paying up to $2.5M for demolition costs. CMS is responsible for procuring all abatement and demolition services and subdividing the parcel prior to the land being conveyed to the County.
Following agreement by the County to purchase the property, CMS commenced a Request for Proposal (RFP) to select a general contractor to provide demolition services. Following a community engagement process with the school on the remaining parcel that will continue to be owned and operated by CMS (Collinswood Language Academy ) and the surrounding neighborhood, CMS will establish a start date for the demolition process.
