BACKGROUND/JUSTIFICATION:

Mecklenburg Transportation System (MTS) provides countywide public transportation services that connect residents to essential destinations including employment, educational institutions, healthcare services, human services, shopping, civic activities, and regional transit networks.

 

Since becoming a direct Federal Transit Administration (FTA) recipient on November 19, 2020, MTS has continued to work closely with the North Carolina Division of Transportation (NCDOT) Integrated Mobility Division, regional Metropolitan Planning Organizations (MPO), and local partners to ensure safe, efficient, and compliant transportation operations.

 

The PTASP is required under federal regulation 49 CFR Part 673 for all FTA-funded transit providers. The revised plan defines MTS’ Safety Management System, establishes annual safety performance targets, clarifies safety roles and responsibilities, and documents the processes used to identify hazards, assess and mitigate risk, monitor safety performance, and promote a proactive safety culture. Approval of the updated PTASP ensures continued compliance with federal requirements and supports MTS’ ongoing commitment to safe and reliable transportation services.
