ACTION:
1) Authorize the County Manager, or designee, to negotiate and execute a contract with J. Kokolakis Contracting, Inc. for the Steele Creek Recycling Center and Transfer Station in the amount of $43.949,446.00
2) Amend the FY26 Solid Waste CIP Ordinance to increase the budget for Unit SCRC (Steele Creek Recycling Center) to $43,949,446.00

BACKGROUND/JUSTIFICATION:
The Steele Creek Recycling Center and Transfer Station is being constructed to accommodate the future needs of waste and recycled materials management in Mecklenburg County. This facility has been in the planning stages for over five-years, and staff have met with representatives in the community throughout the process. This facility will fill a void for recycling participation in the Steele Creek area, as well as, accommodate the growth and demand for services in the Steele Creek area.
This project includes construction of a scale house and scales, recycling center acceptance area, 2 story administration building, transfer station building, materials processing building and a maintenance shop.
PROCUREMENT BACKGROUND:
Mecklenburg County issued a formal Invitation to Bid (ITB) on August 10, 2025, for “Steele Creek Recycling Center”. Four bids were received at the Suttle Ave offices of LUESA on October 7, 2025 at 2PM. Bids were received from:
· J. Kokolakis Contracting, Inc
· Randolph and Son Builders, Inc
· Cambridge Companies, Inc
· Edison Foard, LLC
Based on the review by staff and our consulting engineering firm of SCS Engineers PC, J. Kokolakis Contracting, Inc. was determined to be the lowest responsive bidder.
J. Kokolakis Contracting, Inc. has demonstrated a Good Faith Effort and proposed a utilization of: 18.28% MBE, 0.41% WBE, 35.64% non-certified.
