Award a construction contract to J.D. Goodrum Company, Inc. in the amount of $4,624,447.09 pending receipt of written concurrence from NCDOT.

BACKGROUND/JUSTIFICATION:

This contract is for the construction of the McDowell Creek Greenway Phase 2 from Chilgrove Lane, through the Lee Dukes Water Treatment Plant, and terminating at Babe Stillwell Road. This project includes 6,336 LF (1.20 miles) of new greenway trail, prefabricated pedestrian bridges, and sections of boardwalk. The anticipated construction period will be approximately 470 calendar days.

 

 

PROCUREMENT BACKGROUND:

On September 5, 2024, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, Greater Diversity News, the Charlotte Post, and the State Interactive Purchasing website. A pre-bid meeting was held on September 12, 2024. Five (5) valid unit price bids were received on October 8, 2024, for the greenway construction. J.D. Goodrum Company, Inc. was the lowest responsive and responsible bidder with a total bid in the amount of $4,624,447.09.

 

Anticipated M/W/SBE Utilization:

 

The DBE participation goal established by NCDOT is 3%.  The DBE participation in J.D. Goodrum’s bid is 3.88%.

Funds are available from NCDOT Grant ($4,271,000), and County Capital Dollars ($353,477.09).
