ACTION:

1.  Amend the 2025-2026 Code Enforcement Special Revenue Fund (8510) budget ordinance to appropriate $1,938,502 of fund balance for transfer to the Pay-As-You-Go Capital Projects Fund (PAYG)

2.  Amend the 2025-2026 Storm Water Operating Fund (7005) budget ordinance to appropriate $569,596 of fund balance for transfer to the Pay-As-You-Go Capital Projects Fund (PAYG)

3.  Amend the 2025-2026 Solid Waste Operating Fund (7001) budget ordinance to appropriate $121,156 of fund balance for transfer to the Pay-As-You-Go Capital Projects Fund (PAYG)

BACKGROUND/JUSTIFICATION:

The Capital Project Ordinance includes a Deep Energy Retrofit design and construction project at the Russell S. Rozzelle Office Building for $4,038,546.  The major upgrades related to this facility include HVAC equipment and controls, LED lighting retrofits and other efficiency measures.  The building is occupied by employees who are paid from these three operating funds.  This action allocates funding from these funds for their respective share of the project costs.
