ACTION:
1) Approve the submission of a grant application to the Department of Labor, Employment and Training Administration up to $1,500,000 in the General Grant Fund (G001) to provide employment training opportunities for individuals in the Unified Workforce Development program;
2) If awarded recognize, receive, and appropriate the award amount from the Workforce Innovation and Opportunity Act and distributed by the Department of Labor to the General Grant Fund (G001) within the Mecklenburg County Department of Community Resources;
3) If awarded, create 2 full-time positions for this program in the General Grant Fund (G001) in the Department of Community Resources;
4) If awarded, adopt a grant project ordinance for the Workforce Innovation and Opportunity Act YouthBuild Program in the General Grant Fund (G001)

BACKGROUND/JUSTIFICATION:
Mecklenburg County is submitting a grant application to the Department of Labor to receive $1,500,000 in funds from the Workforce Innovation and Opportunity Act for the YouthBuild Program. This program will provide services to underemployed out of school youth/young adults aged 16-24. The services will include access to training, supportive services, and job retention. There is a 25% County match that is included in the FY2025 General Fund Ordinance for the Department of Community Resources. The Period of Performance for the grant is February 1, 2025 - June 1, 2028.
