BACKGROUND/JUSTIFICATION:
The existing roof system of the Hal Marshall Center at 700 North Tryon Street, Charlotte, NC has reached the end of its life expectancy and needs replacement. This contract is to replace the existing roof system. Existing HVAC equipment that was previously abandoned in place will also be demolished, and the openings will be patched and roofed over.
PROCUREMENT BACKGROUND:
A Notice to Bidders was advertised in the Charlotte Post, Greater Diversity News, Charlotte Observer and was uploaded to the North Carolina electronic Vendor Portal (eVP) on September 15, 2026.
A Pre-bid meeting was held on September 22, 2026, and a total of six (6) bids were received at the bid opening on October 6, 2026. Based on the lump sum base bid, four allowances and acceptance of Alternates 1, 2, 3, 4, & 5, the lowest responsive, responsible bidder is Davco Roofing and Sheet Metal, LLC. in the amount of $943,762.50.
