Action
ACTION:
1. Affirm the submission of a grant application for funding in the amount of up to $700,000 to the NC Department of Public Safety Governor's Crime Commission, the administrator of the State Crisis Intervention Program (BYRNE-SCIP) and Community Violence Intervention and Prevention Initiative (CVIPI) grant program, in the General Grant Fund (G001); and
2. Recognize, receive and appropriate the award amount to the General Grant Fund (G001) within Community Support Services; and
3. Adopt the required grant project ordinance for the NC Department of Public Safety Governor's Crime Commission grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
In partnership with Mecklenburg County and Atrium Health, Legal Aid of North Carolina-Charlotte (LANC) proposes a hospital-based legal services initiative in Charlotte to deliver civil legal assistance to victims of violence, with a focus on but not limited to gun violence. Gun violence disproportionately impacts underserved communities in Charlotte, especially youth and people of color. This project targets victims identified in emergency and trauma care settings, providing legal information and representation related to housing, safety, and other stability-focused needs.
Studies show that access to medical-legal partnership (MLP) services plays a key role in reducing the effects of harmful social drivers of health and improving outcomes for trauma patients, including victims of family and intimate partner violence.
LANC will collaborate with Atrium Health Carolinas Medical Center (CMC) and Mecklenburg County. Atrium will identify trauma patients affected by gun violence and refer them to LANC’s onsite legal staff. The County will support coordinated case planning and wraparound referrals. Partnerships wi...
