BACKGROUND/JUSTIFICATION:
Mecklenburg County issued a Request for Qualifications (RFQ) on January 31, 2024, for Professional Engineering support for solid waste needs that are both ongoing and anticipated. The Professional Engineering services are necessary for construction/project management oversight, and the preparation and submittal of documentation required in order to provide strategic and tactical expertise for the design, operations, regulatory compliance, and management of the existing and future County’s Solid Waste Facilities and related operations for the next five (5) year period.
The Selection Committee consisted of staff from LUESA Solid Waste, a representative from the Business Diversity and Inclusion (BDI) Program, and a Professional Engineer as required by BOCC Policy. On April 5, 2024, the Selection Committee met and discussed the qualifications of the firms based upon their submittals.
A total of eight (8) submittals were received on March 15, 2024. All selected firms have an office located in Mecklenburg County and will meet the County’s BDI provisions of 15% minority business enterprise (MBE) and 8% women business enterprise (WBE) utilization.
The Selection Committee selected the following firms for the Solid Waste Management Program work and recommends them for issuance of contracts.

· LaBella Associates, D.P.C.
· Smith Gardner, Inc.
