ACTION:
Authorize the County Manager to negotiate terms and conditions, including fees to execute a contract with the selected firms for Building and Envelope Commissioning Services for multiple County Government Facility projects and in the event negotiations with the selected firms are unsuccessful, approve negotiations and contract execution with the alternate firms.

BACKGROUND/JUSTIFICATION:
The East Community Resource Center, Catherine M. Wilson Center Renovation, Former Civil Courts Building Renovation, Mecklenburg County Sheriff’s Office Administrative Services Building Renovation, and Deep Energy Retrofits projects are included in the FY24-FY29 CIP. Mecklenburg County has the need to select and contract with specialty firms for building and envelope commissioning services on each of these projects.

Building and envelope commissioning services firms are licensed engineering firms that are hired separately from the primary design consultant and construction contractor. Commissioning firms work directly for the Owner to provide design review, construction submittal review, onsite observation, and testing services to verify the proper installation of critical construction elements that can include mechanical, electrical, plumbing and other building systems, as well as building envelope (i.e., exterior walls and roof) elements such as water & moisture intrusion, air barriers, roofing systems, sealant integrity, etc.


PROCUREMENT BACKGROUND:
