BACKGROUND/JUSTIFICATION:
In FY2026, Mecklenburg County initiated a transformation to strengthen the connection between strategic planning, performance management, and resource allocation. As part of this transformation, the Office of Strategy & Innovation (OSI) has developed a comprehensive FY2027 - FY2030 Balanced Scorecard (BSC) to provide a structured framework for measuring and managing organizational performance.
