ACTION:
1. Affirm the submitted application for funding in the amount of up to $65,000 from the North Carolina Department of Health and Human Services in the General Grant Fund (G001); and
2. If awarded, recognize, receive and appropriate the award amount of up to $65,000 to the General Grant Fund (G001) within Community Support Services; and
3. Adopt the required grant project ordinance for the grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
Community Support Services (CSS) has seen and expects to continue to see an increase in agencies and end users who will become contributors to the Homeless Management Information System (HMIS). With system adjustments to ensure those most vulnerable are housed and rehoused first, local policies and processes have been changed.
There is a community need for reports and tools that support these data requests and data driven decision making related to funding priorities, allocations and system adjustments. Hardware/software enhancements are needed to facilitate efficient and effective system administration, data collection, and service provision to persons experiencing homelessness. The HMIS team met and came to consensus about what HMIS system improvements were needed to support data/reporting needs to examine race equity, data requests, the expected influx of persons into the local homeless services system, funding and associated organizations, local projects, and end users.
Funding will be used to expand the capacity of the database and give us the ability to streamline our community processes through the database.
