BACKGROUND/JUSTIFICATION:

Community Service Grants (CSGs) are grants of county funding to non-profits, through a highly competitive process, for performance outcomes that are identified in the grant applications and defined in each agreement. CSGs were historically recommended in the Manager's budget,  following a thorough assessment by a panel of department experts and a final review by the Executive Team. Going into FY2026, the CSG program was paused for new grants because of limited resources. Last year, the Board discussed various options to reestablish the CSG program. In FY2027, the CSG program remained paused for new applicants, and former CSGs with existing vendor relationships were funded with fund balance as a postponable expense.

Staff will provide the Board with a proposed CSG program for FY2028 and seek the Board's feedback regarding next steps.
