Staff Contact: Karen Weston-Chien, Project Manager, Asset and Facility Management

Presentation: No

BACKGROUND/JUSTIFICATION:
This construction contract will include renovations to the existing Albemarle Road Park located at 9120 W.T. Harris Boulevard. Work includes renovations to the existing park, as well as the addition of an extensive path system that includes a new bridge that joins two portions of the site. This path system also provides connections to Albemarle Road Elementary and the intersection of Idlewild Road and Harris Boulevard.

PROCUREMENT BACKGROUND:
The project was advertised on March 21, 2024, in the Charlotte Observer, the Charlotte Post, and the NC eProcurement website. The documents were also available for viewing at the Mecklenburg County BDI office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on March 27, 2024. The bid opening was held on April 16, 2024. A total of four (4) bids were received and opened. J. D. Goodrum Co., Inc. was the low bidder with a total bid in the amount of $1,139,996.00. This figure includes the base bid and contingency. No add alternates were accepted.
Because the low bid was over budget, staff negotiated with the low bidder for a final contract amount of $837,000.00 to bring the project within budget.
