BACKGROUND/JUSTIFICATION:
This contract will provide construction services for renovations to the County & Courts Office Building (CCOB). Renovations include improvements to building egress, security and life safety, plus changes to the Register of Deeds office needed to expand the public facing Vital Records services counter.


PROCUREMENT BACKGROUND:
This project was advertised in the Charlotte Post, the Charlotte Observer, the Greater Diversity News, and listed on the North Carolina Interactive Purchasing System website on July 25, 2024. A pre-bid meeting was held on August 21, 2024. Three bids were received on September 10, 2024. Based on the lump sum base bid, plus contingency allowance, and accepting Alternates 1, 2 & 3, the lowest responsive, responsible bidder was Hostetter and Son Construction, Inc. in the amount of $2,640,140.00.

The subcontractor MWBE contract-by-contract goals for this project were established at MBE: 9% and WBE 4%. Hostetter and Son Construction, Inc. intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 72.12% of the work. The remaining 27.88% of the total work is being subcontracted with MWBE subcontractors at the following participation levels: MBE: 26.26%, WBE:1.62%. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division - determined that Hostetter and Son Construction, Inc. demonstrated a Good Faith Effort for BDI utilization.
