BACKGROUND/JUSTIFICATION:
The Mecklenburg County Board of Commissioners have identified healthcare access - including access to behavioral healthcare - as a priority for improving the wellbeing of residents. As part of this commitment, the County has invested significant funding in recent fiscal years to address gaps in behavioral health services not provided through federal, state, or private resources.
Beginning in FY23, Mecklenburg County partnered with Alliance Health and community stakeholders to initiate a behavioral health strategic planning process. To create the strategic plan, a steering committee was convened with representatives from Alliance Health, Atrium Health, Charlotte-Mecklenburg Schools, the Consumer and Family Advisory Council, Medic, National Alliance on Mental Illness, NC Division of Juvenile Justice, NC 26th Judicial District, Novant Health, the Sheriff’s Office, and the United Way. Mecklenburg County was represented on the Steering Committee by staff from the County Manager’s Office, Community Support Services, Criminal Justice Services, Public Health, and the Department of Child, Family and Adult Services.
Along with the Steering Committee, nearly 50 stakeholder interviews were conducted and community engagement sessions were held with nearly 700 residents participating.
The strategic plan was drafted based on input from the steering committee, stakeholders, community members and subject matter experts.
Five key priority areas were identified to guide the plan:
