Authorize the County Manager to negotiate and execute an amendment to the lease with Evolv Technology to extend the lease and increase the number of Evolv Express detection system units for upgrades to various Mecklenburg County facilities.

BACKGROUND/JUSTIFICATION:
At the March 17, 2020 meeting, the Board approved a capital project ordinance and selection of an architect to design facility upgrades, including security features, at numerous Mecklenburg County facilities over a multi-year implementation.
The Board also approved the sole source procurement of the Evolv Express detection system as authorized by G.S. 143-129(e)(6). Formal bidding requirements do not apply when "performance or price competition for a product is not available." Sole sourcing for this procurement continues to be necessary because there is still only one supply source.
The Board also authorized the County Manager to negotiate and execute a lease with Evolv Technology for the acquisition of Evolv Express detection system units for upgrades to various Mecklenburg County facilities. The lease included the acquisition of eight (8) detection system units and is scheduled to expire June 8, 2025. In FY25 and FY26 the County will upgrade additional County facilities to include more detection units at multiple County facilities. Consequently, the lease needs to be amended to extend the term and include the acquisition of additional detection units.
The County Manager will negotiate an amendment to the lease with Evolv Technology according to the following proposed key terms:
· Term: Extend lease an additional 48 months to expire June 8, 2029
· Per unit cost: approximately $23,000/year + initial installation per unit
· Number of units: increase number of Express detection units up to twenty (20) additional units
