Authorize the County Manager to execute a construction contract  with HGS, LLC in the amount of $14,286,426.47

BACKGROUND/JUSTIFICATION:

Mecklenburg County Storm Water Services has designed a project to restore approximately 12,590 linear feet of stream from Hood Road to I-485 in the City of Charlotte. This work will improve water quality by stabilizing the stream banks which will reduce the sediment loading and improve aquatic habitat by installing rock structures. The construction contract will be funded by Storm Water fees and a $750,000 grant from the NC Land & Water Fund.  

 

 

PROCUREMENT BACKGROUND:

On April 17, 2026, Mecklenburg County Storm Water Services advertised the project on North Carolina’s purchasing website (NCeVP) and the Charlotte Observer. The documents were also made available for viewing by Mecklenburg County Office of Economic Development Business Diversity and Inclusion Division. The bid opening was May 5, 2026, and five bids were received. The lowest, responsive, responsible bidder was HGS, LLC with a bid of $14,286,426.47. This includes base bid and contingency.

 

ANTICIPATED BDI UTILIZATION:

It is anticipated that this project will have the following minimum MWBE Utilization:

 

Anticipated MWBE Participation: 12.01%

Anticipated MBE: 8.61%

Anticipated WBE: 3.40%  

 

The Mecklenburg County Office of Economic Development Business Diversity and

Inclusion Division determined that HGS, LLC demonstrated a Good Faith Effort for MWBE utilization.

 

 

POLICY IMPACT:

N/A

 

 

FISCAL IMPACT:

Funding from the NCLWF grant will cover 5% of the project costs ($750,000). Storm Water Services Capital Budget will provide the remaining 95% ($13,536,426.47). The total project funding is $14,286,426.47.
