Authorize the County Manager, or designee, to negotiate and execute a contract with Blythe Construction, Inc. for the North Mecklenburg Recycling Center Roadway Improvements in the amount of $2,497,974.07

BACKGROUND/JUSTIFICATION:
The North Mecklenburg Recycling Center is being expanded to the south to accommodate the future needs of waste and recycled materials management in the area as well as increase customer safety. This expansion project will enhance the entrance roadway by adding turn lanes required by the North Carolina Department of Transportation (NCDOT).


PROCUREMENT BACKGROUND:
Mecklenburg County issued a formal Invitation to Bid on July 24, 2024, for “North Mecklenburg Recycling Center Roadway Improvements”. Only one bid was received at the Suttle Ave offices of LUESA on August 16, 2024, at 2PM. That bid was returned unopened, as State law requires at least three bids for the first bid process. The project was rebid on August 22, 2024.

On September 3, 2024, one bid was received for the project from the rebid process. The bid was received from Blythe Construction Inc. This work is very specialized and requires a contractor who will perform night roadway work. Mecklenburg County staff and our consultant are satisfied that this work is fair compensation for the body of work and should move forward.

Based on the review by staff and the Consultant, Blythe Construction Inc was deemed to be the responsive bidder. Blythe Construction Inc intends to utilize Minority owned businesses for 3.4% of the bid amount and Woman owned businesses for 4.3 % of the bid amount.
