ACTION:
Authorize the County Manager to negotiate fees and terms and conditions to execute a contract with a Joint Venture Between Rodgers Builders, Inc. and R.J. Leeper Construction, LLC for Construction Manager at Risk Services for the Mecklenburg County Sheriff’s Office Administrative Services Building Renovation and, in the event negotiations with this firm are unsuccessful, approve negotiations and contract execution with the alternate firm.

BACKGROUND/JUSTIFICATION:
This project is for the renovation of the Mecklenburg County Sheriff’s Office Administrative Services Building (formerly the Work Release & Restitution Center) located at 901 Elizabeth Avenue, for the purpose of relocating Sheriff’s Office Headquarters and various divisions into the Administrative Services Building. The use of Construction Management at Risk Contracting Methodology for this project was approved by the County Board of Commissioners at their February 20, 2024 meeting.


PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised on April 4, 2024, in the Charlotte Observer, the Charlotte Post, The Greater Diversity News and the State of North Carolina Electronic Vendor Portal (eVP) web site. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.
