BACKGROUND/JUSTIFICATION:
The Mecklenburg County Material Recovery Facility on Amble Drive (MRF) will be undergoing a retrofit of its equipment and processes to separate mixed stream recyclables currently received at the facility. As part of this retrofit, the building requires various improvements to accommodate the new equipment. This work will include adding new floor pits and structural bays, as well as modifications to electrical, mechanical, fire alarm, and fire protection systems.



PROCUREMENT BACKGROUND:
Mecklenburg County issued a formal Invitation to Bid (ITB) on October 9, 2024, for the “Materials Recovery Facility Retrofit” project. Only one bid was received at the Suttle Ave offices of LUESA on November 7, 2024, for this solicitation. That bid was returned unopened, as State law requires at least three bids for the first bid process. The project was rebid on November 8, 2024.

On November 22, 2024, one bid was received for the project from the rebid process. The bid was received from R.J. Leeper Construction, LLC. Mecklenburg County staff and our consultant are satisfied that this work is fair compensation for the body of work and should move forward.

Based on the review by staff and the Consultant, R.J. Leeper Construction, LLC was deemed to be the responsive bidder. R.J. Leeper Construction, LLC intends to utilize Minority owned businesses for 11.8% of the bid amount and Woman owned businesses for 7.6 % of the bid amount.
