Authorize the Manager, or her designee, to negotiate and execute a contract with RJ Leeper Construction, LLC for the North Mecklenburg Recycling Center Site Improvements in the amount of $4,384,555.48.

BACKGROUND/JUSTIFICATION:
The North Mecklenburg Recycling Center is being expanded to the south to accommodate the growth needs of waste and recycled materials management in the area, as well as increase safety at the facility. The North Meck Recycling Facility expansion project is being performed in multiple phases; with this project being Phase 2A.
This project will include clearing, grading, and paving of the site to the south, expanding the facility by almost 2 acres. Site improvements incorporated into this phase include a covered acceptance area for staff to collect and process items from customers, such as televisions, computers, and appliances. It will also include construction of a noise wall with evergreen screening. The features of this expansion were discussed with the neighborhoods nearest to the facility and they were also vetted at that was discussed with the residents of the Town of Huntersville and approved as part of a Conditional Rezoning Plan on March 21, 2022.
The next phase of the project (Phase 2B; not part of this work) is expected to bid in late FY24 and will consist of roadway and entrance improvements to further increase the safety of the customers utilizing the facility and meet the requirements Huntersville Zoning. We are continuing to work with NC DOT on specific requirements for Phase III.
