Action
ACTION:
1) Authorize the County Manger to negotiate and execute a Memorandum of Understanding with the Stan Greenspon Holocaust and Social Justice Education Center at Queens University of Charlotte.
2) Recognize and receive the donation of a new Holocaust Memorial and other site improvements at Marshall Park.

BACKGROUND/JUSTIFICATION:
The Stan Greenspon Holocaust and Social Justice Education Center at Queens University of Charlotte, in partnership with the NAACP Charlotte-Mecklenburg Branch, the Charlotte Black/Jewish Alliance, and Queens University of Charlotte, propose to honor the resilience of humanity through engagement with two iconic memorials in Marshall Park: the existing Dr. Martin Luther King, Jr. Memorial Statue and a new Holocaust Memorial Sculpture.
The project, referred to as The Circle of Humanity: Monuments for Unity and Remembrance, will weave together the stories of the Holocaust and the Civil Rights Movement to promote understanding, tolerance, and a shared commitment to building a future where all people are treated with dignity and respect.
Proposed improvements to the site include a new Holocaust Memorial Sculpture, a gathering space between the existing Dr. Martin Luther King, Jr. Memorial Statue and the new Holocaust Memorial Sculpture, seating areas, and informational kiosks.
The Dr. Martin Luther King, Jr. Memorial Statue in Marshall Park is owned by Mecklenburg County. Upon completion, the new Holocaust Memorial Sculpture would also be owned by Mecklenburg County. Mecklenburg County would intend to relocate both memorials if/when Marshall Park is amended as part of the Brooklyn Village redevelopment project.
