ACTION:
1) Approve the Department of Child, Family, and Adult Services Home and Community Care Block Grant (HCCBG) revised total funding plan request of $4,570,884 with a required match of $507,875 for fiscal year 2024-2025, to provide services for In-Home Aide Services, Transportation Services, Congregate Meals, Home Delivered Meals, Senior Center Operations, Adult Day Care/Day Health and Consumer Directed Services

2) Amend the fiscal year 2024-2025 Annual Budget Ordinance to recognize, receive and appropriate an increase of $61,823 in federal funding from Centralina Council of Governments (CCOG) for the Home and Community Care Block Grant (HCCBG) to the General Fund (0001) in the Department of Child, Family, and Adult Services

BACKGROUND/JUSTIFICATION:
1. Annually, the Department of Child, Family, and Adult Services submits for board approval the Home and Community Care Block Grant (HCCBG) funding plan.
Board approval is required prior to submission to Centralina Council of Governments (CCOG), the local grant authority. The total funding plan request of $4,509,061 with a required match of $501,006 was submitted and board approved on 6/18/2024 (RFBA# 24-0339). The funding plan request has been revised.
The revised total funding plan request is $4,570,884 with a required match of $507,875, that includes two senior centers who receive funds directly from COG. The match is included in the fiscal year 2024-2025 budget. Mecklenburg County is the lead agency for the HCCBG and facilitates the submittal of the funding plan due to the Board of County Commissioners required approval. The two external Levine Senior Centers are grantees and included in the block grant funding plan.
