BACKGROUND/JUSTIFICATION:
N.C. G.S. 143-129 and County Procurement Policy mandate that Mecklenburg County procure all apparatus, supplies, materials, and equipment totaling $100,000 or more by competitive bidding. An exemption is allowed if a needed product is available from only one source of supply or standardization, or compatibility is the overriding consideration.
Election Systems & Software (ES&S) is highly specialized, and a Sole Source determination has been completed, and that determination recommends the Board concurrence and approval to establish this Sole Source determination. ES&S and Print Elect are the only approved vendors for electronic pollbooks in North Carolina.
ES&S was chosen by the Board of Elections at the June 9th Board meeting to purchase 300 ExpressVote Printers for Ballot-on-Demand printing at the polling locations. ES&S is a state approved vendor of election equipment and software.
PROCUREMENT BACKGROUND:
The Sole Source Justification Form has been approved by Procurement Services.
