BACKGROUND/JUSTIFICATION:
Mecklenburg Transportation System (MTS) of CFAS’s Services for Adults Division is presenting a trip program modification plan for the remainder of FY24 and projections for FY25.
MTS received $8.9M in additional federal funding as a result of the COVID-19 pandemic and used it to expand individual trip services and facilitate social distancing. The $1.50 passenger fare was also waived from October 2021 to the present in response to the pandemic. CARES Act funding will be fully expended by end of FY24. Coronavirus Relief funding will be fully expended before the end of FY25.
The proposed trip program modification strategy will help sustain MTS operations going forward. General reinstatement of the $1.50 trip fare and the elimination of General Purpose trips will help offset program-related expenses. The overall strategy will improve customer service delivery when paired with anticipated technology enhancements. MTS will continue to provide Medicaid transportation services and Non-Medicaid transportation services that help meet the most critical health needs of the community, including trips to medical appointments, grocery stores, farmer’s markets, adult day care sites and congregate nutrition sites.
