Approve transfer of $80,000 from various Park and Recreation Department operating expense accounts to capital expenditure accounts for purchase of maintenance equipment.  Carry forward any unspent funds.

BACKGROUND/JUSTIFICATION:
The increased demands among athletic leagues for competition-level ball fields and to maintain the economic impact from regional tournaments has justified the need to replace at least four (4) units ($60,000) of infield maintenance equipment (Sand Pros).  Sand Pros is the equipment used to groom soft ball infields and synthetic turf fields, reducing the amount of manual labor associated with this maintenance task.  The existing equipment has greatly exceeded its useful life,  requiring significant overhaul and ongoing costly repairs. The appropriation  will also be used to purchase three (3) turbine blowers, estimated to total $20,000.  These blowers will be used in tandem with motorized all-terrain vehicles (ATVs) to maintain heavily used greenways, trails and parking lots. This will also increase the productivity of maintenance staff, compared to the current practice of using backpack blowers.
 
PROCUREMENT BACKGROUND:  Vendor to be selected through approved formal bid process.
