BACKGROUND/JUSTIFICATION:
North Carolina General Statute 143-129(e)(6) requires that Mecklenburg County procure all apparatus, supplies, materials and equipment ("Goods") totaling $30,000 or more by competitively bidding unless: performance or price competition for a product is not available; a needed product is available from only one source of supply; or standardization or compatibility is the overriding consideration.
IDEMIA’s Automated Fingerprint Identification System (AFIS) is currently installed at North Carolina State Bureau of Identification (NC SBI). IDEMIA is the owner of the software and design, sole developer, and sole provider for the AFIS. The proposed IDEMIA Workstation Upgrades and Live Scan Systems are specifically designed to work with the existing AFIS located at NC SBI.
As the manufacturer of the existing NC SBI AFIS and software application, IDEMIA is the only vendor who can provide the Workstation upgrades and Live Scan Systems that use the same image processing and matching technology used by the NC-SBI AFIS. IDEMIA’s AFIS Workstations and Live Scan Systems are highly specialized and include IDEMIA proprietary hardware designs with proprietary applications and customized Live Scan Software. Additionally, several components of the devices include IDEMIA patented technology.
Due to the proprietary nature of the design as well as IDEMIA’s exclusive ownership of the source materials, the hardware, software and functionality of the AFIS Workstations and Live Scan Systems can be provided and supported only by IDEMIA.
The Mecklenburg County Sheriff’s Office is requesting BOCC approval of the attached Sole Source purchase request.
