Termination of Transit Governance Interlocal Agreement

BACKGROUND/JUSTIFICATION:
In February 1999, Mecklenburg County approved the original Transit Governance Interlocal Agreement between Mecklenburg County, the City of Charlotte, and the Towns of Cornelius, Davidson, Huntersville, Matthews, Mint Hill, and Pineville to establish a regional framework for transit governance and coordination. The parties subsequently approved amendments to the Agreement in 2005 and 2024 to address evolving transit governance and operational needs.
Pursuant to House Bill 948 (Session Law 2025-39), known as The PAVE Act,, Chapter 160A of the North Carolina General Statutes was amended to authorize Mecklenburg County to create a Metropolitan Public Transportation Authority under the procedures established in Article 34. As a result of the new governance structure authorized under The Act, the existing Transit Governance Interlocal Agreement and the Metropolitan Transit Commission (MTC) must be formally terminated and dissolved.
The proposed Resolution for the Termination of the Transit Agreement establishes an orderly process for terminating the Transit Governance Interlocal Agreement and dissolving MTC in accordance with the requirements of The PAVE Act. The termination will become effective upon approval by Mecklenburg County, the City of Charlotte, and at least three-quarters of the six Mecklenburg County towns.
