BACKGROUND/JUSTIFICATION:
In FY2012, the County concluded a strategic sourcing (procurement) project in partnership with Deloitte Consulting that resulted in substantial cost savings as well as several lessons learned.  Based on these lessons learned, the County Manager and Executive Team approved a subsequent project to identify options for a new procurement business/operating model. The project focused on a model that will enable Mecklenburg County to replicate and expand on the processes implemented in the sourcing project as a continuous way of doing business.  After extensive research on best practices in procurement and consultation in the private and public sectors, the project team provided a recommended business/operating model to the County Manager and Executive Team on March 6, 2013.  The model and implementation schedule was approved by the County Manager and Executive Team, pending funding approval by the Board as part of the FY2014 budget.  The Board is being provided this report in advance of the County Manager's FY2014  Recommended Budget so the Board will be informed about the cost and schedule of implementation and the business case supporting the benefits of the procure-to-pay model.
