ACTION:

Amend the fiscal year 2026-2027 annual budget ordinance to recognize, receive, and appropriate an increase in revenue and expenses in the amount of $120,000 from the North Carolina Department of Health and Human Services to the General Fund (0001) within the Department of Community Resources for the More Than A Job program

BACKGROUND/JUSTIFICATION:

The North Carolina Department of Health and Human Services (NCDHHS) allocates funding through the Supplemental Nutrition Assistance Program (SNAP) for the More Than A Job (MTAJ) program. The MTAJ program gives SNAP participants access to training and support services to help them enter or advance in the workforce. The MTAJ program helps to reduce barriers to work by providing support services such as transportation and childcare as participants prepare for and obtain employment. Each state is required to operate an MTAJ program and receives federal funding annually to operate and administer the program.

 

The Department of Community Resources (DCR) was awarded an additional $40,000 of federal funding from NCDHHS regarding the fiscal year 2025-2026 MTAJ program that is available for the current county fiscal year. There is no county match required for the additional funding.

DCR also was awarded an additional $80,000 of federal funding for the fiscal year 2026-2027 MTAJ program. The additional funding requires a 50% county match which is included in the fiscal year 2026-2027 budget.
