BACKGROUND/JUSTIFICATION:

NC Department of Health & Human Services (NCDHHS) requires review and approval for the Crisis Intervention Program (CIP) and Low-Income Energy Assistance Program (LIHEAP) outreach plan.  This plan is a framework to assure that eligible households are made aware of the assistance available through these programs.
