ACTION:
1) Approve submission of grant application for up to $70,000 to Department of Homeland Security - Federal Emergency Management Agency (FEMA) to be used for flood map maintenance;
2) If awarded, recognize, receive, and appropriate the awarded grant funds in Storm Water Grant Fund G705 through completion of the project; and
3) If awarded, adopt a grant project ordinance for the Letter of Map Revision Review Partners grant in LUESA Grant Fund G705.

BACKGROUND/JUSTIFICATION:
On July 1, 2006, Charlotte-Mecklenburg became the first local entity in the country to be given the authority to process requests for Letters of Map Revision (LOMRs). FEMA provides funding for these activities through a grant that reimburses Mecklenburg County for expenses incurred. These LOMRs make conditional and permanent changes to our Flood Insurance Rate Maps, which are used for floodplain management activities such as rating flood insurance, regulating development, assessing existing flood risk, etc.
The requested actions are necessary to continue the program and associated funding so that Charlotte-Mecklenburg Storm Water Services will be reimbursed by FEMA for the actual cost of processing LOMRs within Mecklenburg County, the City of Charlotte, and all six towns.
