ACTION:
1) Affirm the submission of a grant application to Healthy Blue Care Together for funding up to $75,000 to support training of Healthy Blue Care Together staff. The grant period is October 1, 2026 - December 31, 2027. The grant application was due Friday, August 28, 2026.
2) If awarded, recognize, receive, and appropriate the award amount in the General Grant Fund (G001) in Public Health.
3) Adopt the required grant project ordinance for the Healthy Blue Care Together grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
The goal of the grant is to train Healthy Blue Care Together staff to expand the trauma-informed, relationship-centered, and evidence-informed Community Resiliency Model across North Carolina’s child welfare-serving system of care, encouraging regional partnerships and continuing MCPH’s OVP/ReCAST team’s ability to extend the reach of effective training to caregivers, providers, DSS partners, and other system of care partners across NC.
