Accept a donation of a Permanent Greenway Easement (+/- 15.48 acres) over a portion of Tax Parcels 193-062-04 from Charlotte-Mecklenburg Board of Education for construction of a portion of the Irvin Creek Greenway

BACKGROUND/JUSTIFICATION:

Irvin Creek Greenway is a part of Park and Recreation’s Fiscal Year 2028 Capital Improvement Plan. A portion has already been built on this subject CMS parcel back in 2021 with a Right of Entry document. The proposed Permanent Greenway Easement (PGE) will encumber the already constructed portion and the proposed extension on the remaining section of the easement area on the CMS property.

 

This portion of greenway will extend from Sam Newell Road to Lake View Circle at Crown Point elementary school in Matthews. The project is approximately 1.5 miles long and provides a connection between Crown Point Elementary School and Idlewild Road Park in Matthews.

 

Acquisition of the easement is consistent with Meck Playbook, the County’s guide for providing recreation, open space, and natural habitat protection. Acquiring the easement donation is contingent upon CMS Board approval
