ACTION:
Authorize the County Manager to negotiate terms and conditions to execute a firm-fixed-price contract with ACSM, Inc. for Wayfinding Signage fabrication and installation for an initial term of three (3) years, with an option to extend for two (2) additional, consecutive one (1) year terms thereafter, and in the event negotiations with the selected firm are unsuccessful, approve negotiations and contract execution with the next lowest responsive, responsible bidder.

BACKGROUND/JUSTIFICATION:
A wayfinding signage company is needed to fabricate, deliver and install a variety of signs in the County greenway and park system for both new and existing facilities. The vendor will produce signs according to detailed requirements in coordination with the Park and Recreation Department to ensure timeliness, accuracy, and consistency of signage across the system.
PROCUREMENT BACKGROUND:
An Invitation to Bid was posted to MECKProcure and the North Carolina electronic Vender Portal (eVP) on February 18, 2025 and was advertised during the week of March 9, 2025 in the Charlotte Observer.
On February 24, 2025 a non-mandatory, virtual Pre-Proposal meeting was held to advise prospective bidders of contracting procedures for County projects.
On February 26, 2025 a mandatory pre-bid site meeting was held at 500 Brandywine Road on Little Sugar Creek Greenway to show prospective bidders a variety of wayfinding signage currently in use and answer questions about the standard of material and workmanship required to meet the County guidelines.
