ACTION:
A. Affirm submission of the FY25-26 Clean Air Act Section 103 Federal grant application for up to $428,000.00 to the U.S. Environmental Protection Agency
B. If awarded, amend the General Grants Fund (G001) within LUESA to recognize, receive, and appropriate the award amount.
C. Adopt the required grant project ordinance for the FY25-26 Clean Air Act Section 103 Federal grant in the General Grant Fund (G001).

BACKGROUND/JUSTIFICATION:
Mecklenburg County Air Quality (MCAQ) has responsibility for operating and maintaining the regulatory air monitoring network used for determining compliance with the National Ambient Air Quality Standards (NAAQS), which are federal health-based standards for protection of public health.
MCAQ’s particulate matter (PM2.5) network was established in 1997 and continues to be 100% funded with federal funds from a Clean Air Act (CAA) Section 103 grant through the U.S. Environmental Protection Agency. The funding pays for two full-time air monitoring specialists, operations, maintenance, and replacement of monitoring equipment. The data collected represents concentrations over a wide area and determines Mecklenburg County’s compliance with the PM2.5 NAAQS.
Mecklenburg County Air Quality (MCAQ) requests approval to pursue this necessary program funding.
