Summary
ACTION:
Authorize the County Manager to execute a petition for voluntary annexation of the following County-owned properties into the City of Charlotte:
(1)      Tax Parcel 037-071-69  (+/- 16.55 acres)
(2)      Tax Parcel 141-061-03  (+/- 24.00 acres)
(3)      Tax Parcel 141-083-06  (+/- 4.19 acres)
(4)      Tax Parcel 141-094-02  (+/- 3.32 acres)
(5)      Tax Parcel 199-151-07  (+/- 22.24 acres)
                  (6)       Tax Parcel 199-151-08  (+/- 18.62 acres)

BACKGROUND/JUSTIFICATION:
The above listed County-owned properties (acquired for the purpose of parkland and greenway expansion) adjoin the current City of Charlotte municipal boundaries.  Tax Parcel 037-071-69 in the Sunset Road area is a portion of McIntyre Creek Greenway.  Tax Parcels 141-061-03, 141-083-06, and 141-094-02 in the Steele Creek area are a portion of Coffey Creek Greenway, and Tax Parcels 199-151-07 and 199-151-08 in Steele Creek comprise a portion of Winget Park.  The City has asked that the County approve the voluntary annexation of these parcels, totaling +/- 88.92 acres.  All of these properties are located within the City of Charlotte's extraterritorial jurisdiction.
 
The City uses annexation as a strategy for extending City services to adjoining unincorporated areas once these areas qualify for annexation.  These properties, once annexed, become eligible to receive City services such as fire protection. There would be no adverse consequences to the County created by such an annexation, and the County has historically honored such requests from the City and Towns.
