BACKGROUND/JUSTIFICATION:
In March 2021, the Board of County Commissioners (BOCC) endorsed the ELAP, committing the County to net-zero carbon emissions by 2035. During the January 2026 Board Retreat, Commissioners requested staff develop options to reduce the Five-Year Capital Improvement Plan (CIP) commitments associated with ELAP projects, for BOCC consideration. Due to moderating revenue growth, the CIP was paused during the FY27 budget process to reassess the affordability of the ELAP.
