BACKGROUND/JUSTIFICATION:

The Sam Billings Center is located at 429 Billingsley Road.  This contract will provide construction services replacing Heating, Ventilation, and Air Conditioning (HVAC) equipment, HVAC Controls, Security System (including cameras, card readers, and duress alarm) and modifications to the exterior courtyard (including installation of a new shade structure and replacement of the existing ineffective storm drainage system).

 

 

PROCUREMENT BACKGROUND:

This project was advertised in the Charlotte Post, the Charlotte Observer, the Greater Diversity News, and listed on the North Carolina Interactive Purchasing System website on May 18, 2026. A Pre-bid meeting was held on May 26, 2026.  Four bids were received on June 30, 2026.  The apparent low bidder was deemed non-responsive due to lack of the required certifications for a subcontractor to be able to perform a specific scope of work.  Therefore, the next lowest bidder (based on the lump sum base bid, plus contingency allowance, and acceptance of Alternate #2, Alternate #3 and Alternate #4) was the lowest responsive, responsible bidder: Hostetter and Son Construction, Inc. in the amount of $2,951,250.
