BACKGROUND/JUSTIFICATION:
This contract is for the renovations and addition to Naomi Drenan Recreation Center located at 750 Beal Street, Charlotte, NC 28211 which is off N. Wendover Road. The renovations consist of new finishes throughout the building, replacement of casework for accessibility, removal of the stage to create a classroom, upgrades to toilet facilities, new ceilings, reconfiguring of spaces to create an office area and classroom, and replacement of mechanical and electrical equipment. An addition to create a new entry lobby is part of the scope of work. Site improvements include upgrades to the existing parking for accessibility, renovations to existing basketball courts and pavilion, playground, and upgrades to sidewalks.
PROCUREMENT BACKGROUND:
The project was advertised on March 7, 2024, in the Charlotte Post, Charlotte Observer and Greater Diversity News. It was also posted on the North Carolina eProcurement website on March 11, 2024. A pre-bid meeting was held on March 26, 2024. Two bids were received on April 9, 2024. Because three bids are required for a formal bid opening, the project was re-advertised in the Charlotte Post, Charlotte Observer, and Greater Diversity News and listed on the North Carolina eProcurement website on April 18, 2024. Five bids were received and opened on April 24, 2024. Based upon the lump sum base bid plus contingency allowance and alternates, the low bidder is AVM Contractors LLC in the amount of $3,527,487.67.

AVM Contractors LLC intends to self-perform work with their own forces, or subcontract with non-MWBE subcontractors for 89% of the work. The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division has determined that AVM Contractors LLC demonstrated a Good Faith Effort for BDI utilization.
